EU ETS compliance buyers have the possibility to use emission reduction credits from projects in developing countries (CDM) or in economy of transition countries (JI). The "Linking" Directive 2004/101/CE allows to use emission reductions from CDM and JI projects (CERs and ERUs) within the ETS scheme, "converting" CER/ERU into EUA, up to a limit established in the NAP of each Member State.
